Anyone remember this JRPG for the computer?

IT was a JRPG for the computer back in 2000 or around there.

The main character was a chick I think blue hair, and she had gun. Machine gun, it had the turn based battle, and it took place on like a floating continant at first. This came packaged with another game, I think it was a mec fighter?

I know its vague but I dont remember much more than that.

I know, You had a party of 3 rather quickly, about 10 minutes in. She fired the gun like Laguna did in Final FAntasy 8, and it was not xenosaga. It was before September 11th I know that. Because our computer was in the kitchen, and I didnt have one yet.
