Bart and Milhouse convince Principal Skinner and Ms. Krabappel to go to Principal Skinner's Office.

Edna: "A surprise party? For me? In Principal Skinner's Office?"
Seymour: "Me? Go to my office? That is highly unlikely, but okay."

Bart then locks them in the office and tells them they won't let them out until a deal is settled. After hours of pounding on the door and informing them how sorry they are going to be, they come to the realization that they are trapped like prisoners in their own school.

They then decide to rent out the school's coat rooms to help the overcrowded prison system.
