gasline, are you playing on 1999 for your second playthrough? The handymen in that mode are... infuriating. so, I dont know if this is intended, or a bug, or a glitch, or whatever, but my first impression of the game so far is an odd one. Oh, and a word of advice: Play the game without DLC content/special pre-order weapons/suits. Trust me, the game has something really good going for it in Vanilla mode.
